Overview

This policy paper template is a ready-made Google Docs document for nonprofits and think tanks that want to influence a decision with evidence. It sets out the summary, the problem, the survey and pilot findings, the recommendations with a decision box, and the references across seven designed pages.

Each page carries sample findings for Yarrowfield Studio, a fictional research group, on keeping older renters cool in summer heat. Replace the survey, pilot figures and recommendations with your own evidence, and keep the method notes so a reader can check every number. The decision box stays as the place to ask for action.

  • A briefing paper for councillors ahead of a budget round

Questions

Are the study and figures real?

No. Yarrowfield Studio, its survey, pilot, patients and quotes are fictional sample material, written to show a finished policy paper.

Does a policy paper need an outside review?

It should. Ask two experts outside your organization to test the method and the figures before release, then record the changes they asked for.

How long should it be?

Aim for six to eight pages, with the recommendations early, since most readers stop after the summary and the decision box.
