Associations often propose a new conference with a good idea but a thin case: no objective, one venue and a budget that leaves out insurance or contingency. This document makes the case in order: why now, what happens each day, who will attend, where income comes from, what it costs and how a pilot compared with its budget.
The sample follows Saltmarsh Collective, a fictional association proposing a two-day event for 420 delegates on 14 and 15 October 2027. It shows a £160,000 income target, £112,200 of costs with 10% contingency, break-even at 70% and a decision date. Replace the objective, programme, survey results and every figure with your own.

Rewrite the rationale in terms of the outcome your board wants, and set your own decision date.
Replace the programme, survey results and personas with your own, and keep two or three venue options in mind.
Enter your quotes in the income and costs tables, keep 10% contingency, and check the totals add up.
Delete the guide page, then share the proposal with the board or present it.
No. The pilot comparison page is optional. Without a pilot, use it to compare budget, forecast and actual for a similar past event, or delete the page.
No. Saltmarsh Collective, the named people, the email addresses and every figure are fictional sample content. Replace them with your own before you share.
Include staffing, insurance, licences, safety and accessibility, and a 10% contingency. Boards and finance teams look for these first, and they are often missed.
