A headcount number is not a plan until it has dates, sourcing routes and a cost. This template gives HR, finance and hiring managers one document that agrees which roles will be hired, when each starts after notice periods, where candidates come from, how they are selected and what it costs.
The sample is a 2027 plan for Gorsefield Logistics, a fictional freight firm: 40 permanent hires and 90 seasonal workers for $185k, with referrals filling 35% of roles. Replace the roles, start dates, channel mix and cost per hire with your last 12 months of actuals, then pick three measures to report each month.
Click Make a copy in Google Docs, then confirm on the Google page. The copy is saved to your own Google Drive.
Enter the approved headcount with role, team, cost and target start date, and adjust the timeline for notice periods and holiday seasons.
Edit the sourcing mix and cost per hire with your last 12 months of actuals, and set the stages and panel for each role family.
Choose three measures to report each month, such as time to fill, offer acceptance and quality of hire.
Delete the guide page at the end, then share the plan with finance and your hiring managers.
Work back from the date the role must be filled and add the notice period, usually 4 to 8 weeks. Ignoring notice periods is the most common reason hires land months late.
Start with time to fill, offer acceptance and quality of hire. Speed alone rewards bad hires, so always report one measure of quality beside it.
No. The organization, the people named and every figure in the sample are fictional. Replace them with your own headcount, channels, costs and measures.
