Evaluators score each answer against a matrix, so a tender that wanders loses marks. This template follows the order public buyers use: an executive summary, quality answers in the buyer's question order, social value commitments, a price schedule, policies and signed declarations. Every section makes compliance easy to find and gives evidence for each claim.
The sample is a bid by Havenbrook Systems to Thornley Borough Council for a four-year housing repairs system, scored 60 for quality, 30 for price and 10 for social value. It shows a 12-week mobilisation plan, 41 of 42 questions marked Comply, an honest Partial, and a £1.74M price. Replace the question numbers, evidence, prices and sign-offs with your own.
Click Make a copy in Google Docs, then confirm on the Google page. The copy is saved to your own Google Drive.
Paste the buyer's question numbers, word limits and scoring weights into the compliance matrix before writing any answers.
Replace each sample answer with your own evidence: a project, a figure and a named owner. Update the price to the buyer's schedule format.
Complete or remove the policies and declarations the buyer asked for, then record the sign-offs with names and dates.
Delete the guide page, then share or submit the response through the buyer's portal.
No. Keep the buyer's numbering and order so evaluators can find each answer. Renumbering or merging questions makes scoring harder and can cost marks.
Mark it Partial, say what works today and give the release date. Claiming Comply for a roadmap item risks a score of zero if the buyer later checks.
No. The organisation, the council, the people and every figure in the sample are fictional. They are there to show what a finished tender response looks like.
